# UK Government Engine v0.1

## The idea

An organisation chart answers “who exists?” The Government Engine maps selected transformations among authority, operation and review routes without deciding whether a live public act is legitimate.

Phase 0 begins with a bounded, dated atlas. It is read-only and explanatory. It cannot decide a live question.

## Six planes

### Mandate

Maps the UK Parliament, Crown, government, Commons confidence, ministerial accountability and the Home Civil Service. It contains no party, election-result, candidate, current officeholder or personal-power data. Constitutional convention is not converted into an algorithm.

### Jurisdiction

Maps the different statutory frameworks for Scotland, Wales and Northern Ireland, plus four separate local-government entry points. Devolution is asymmetric: the exact proposal, purpose, effect, reservation and restriction matter. A topic label never decides competence.

### Law

Separates Bills, Acts, statutory instruments, codes, manuals, standards and adjudication. An enabling Act must supply delegated power. Publication is not proof of commencement, territorial application, amendment state or resolved outstanding effects.

### Money

Keeps these chains apart:

- fiscal analysis and policy;
- Parliamentary taxation and Supply authority;
- Estimates, appropriation and Treasury control;
- Consolidated Fund and C&AG credit;
- departmental accounts, NAO audit and PAC scrutiny;
- Government Banking Service operations;
- Bank of England RTGS/CHAPS operations and payment-system regulation.

A forecast is not authority. A plan is not an Estimate. An Estimate is not an appropriation. An authorised issue is not audited outturn. A payment rail does not create liability or spending power.

### Delivery

Maps departments and body-specific delivery alongside the Service Standard, One Login, Notify, Pay, Forms, API discovery, open-data discovery and official-statistics institutions. These are service and data rails, not sources of competence. The public snapshot/runtime embeds no form, performs no sign-in, sends no notification, takes no payment, calls no API and processes no personal data.

### Remedy

Maps official start URLs for service complaints, HMRC review, tax-tribunal appeal, four-nation ombudsman routes, FOI/ICO and England-and-Wales judicial review. They are typed alternatives, not an automatic escalation ladder.

Every route keeps four effects false: automatic escalation, deadline calculation, eligibility determination and legal advice. A complaint may not protect an appeal deadline. Users must check the exact notice and current official procedure and seek professional advice where needed.

## Ten finite flows

The snapshot contains exactly these flows:

1. Representation, confidence and government.
2. UK primary legislation.
3. Statutory-instrument route.
4. Devolution competence routing.
5. Central tax policy to administration.
6. Plan to Parliamentary Supply.
7. Authorised central-fund issue.
8. Operational banking and payment rails.
9. Authorised function to digital service.
10. Typed redress route selection.

Every step names supporting local claims that resolve to official source links. Every flow ends before it would require a personal fact, current rate, discretionary judgment or transaction.

## Evidence contract

Official sources are source-linked, not receipt-bound. Each one is a maintainer-authorized assisted URL review with:

- `exactTextHumanReviewed:false`;
- `rawBodyRetained:false`;
- `rawSha256:null` and `contentReceipt:null`;
- `rawHashVerified:false` and `byteVerified:false`;
- `publicationMode:"link-only"`;
- `reuseLicenceInferred:false`.

The `checkedOn` date is an assisted URL-observation date only. It does not prove continued availability, completeness, current legal effect or government endorsement.

TaxSorted is structurally opposite: exact external bytes are retained and hash-checked, but the bridge is non-official and may crosswalk selected record IDs only. Official sources alone support Government Engine claims.

The retained provider schemas are receipt-pinned, but the zero-dependency build does not establish full provider-schema conformance (`fullProviderSchemaValidationPerformed:false`). Any future content projection or action surface would require full standards validation.

The producer's exact vendor graphs include public functional contacts and reported case-party names, as documented in `NOTICE.md`; none of that material is projected into the public atlas.

## Freshness and change

The snapshot is dated 2026-08-21 and schedules review by 2026-09-21. A new snapshot is also required when constitutional/devolution law changes, institutional or service ownership changes, a cited source materially changes, or a TaxSorted version, digest, rights declaration or selected ID changes.

Past review remains visible. It does not silently delete the map, but no claim should be changed without a new reviewed snapshot.
